Supporting Ukraine in the implementation of the Paris Agreement and adaptation to the impact of climate change in the Black Sea region (PAABS)

Climate Policy

The Ukrain­ian Gov­ern­ment wants to make exten­sive changes to adapt the coun­try to the impact of cli­mate change by 2030 and reduce green­house gas emis­sions. The aim is to imple­ment the Paris Agree­ment and the asso­ci­at­ed nation­al­ly deter­mined con­tri­bu­tion (NDC) and to strength­en the country’s resilience to cli­mate change.

There are, how­ev­er, many chal­lenges to over­come. To meet the cli­mate tar­gets, the coun­try needs to imple­ment stricter cli­mate and envi­ron­men­tal poli­cies and stan­dards.

Objective

Ukraine emits low­er lev­els of green­house gas­es, is more resilient to cli­mate change and can there­fore meet the tar­gets of the Paris Agree­ment.

Approach

The project advis­es Ukraine on how to imple­ment the Paris Agree­ment by pro­mot­ing a low-car­bon econ­o­my and cli­mate-resilient future. It sup­ports the Min­istry of Envi­ron­men­tal Pro­tec­tion and Nat­ur­al Resources (MEPR) in plan­ning, real­is­ing and mon­i­tor­ing the trans­for­ma­tion. To do so, it sup­ports knowl­edge-build­ing and pro­vides instru­ments to align report­ing on the Paris Agree­ment with inter­na­tion­al stan­dards. This includes, for exam­ple, an IT sys­tem based on satel­lite images that is used to mon­i­tor land use and for­est man­age­ment.

The project pro­vides rel­e­vant tar­get groups with data and analy­ses, enabling them to make evi­dence-based deci­sions and devel­op strate­gies for green­house gas reduc­tion. For indus­tries with high lev­els of harm­ful emis­sions, it also sup­ports data-based strate­gies that high­light the advan­tages of green­house gas reduc­tion. The aim here is to increase accep­tance and sup­port of envi­ron­men­tal and cli­mate pol­i­cy in these indus­tries.

The project is also com­mit­ted to gen­der equal­i­ty in its approach to adapt­ing water man­age­ment to cli­mate change. Good prac­tices are col­lect­ed and analysed with a view to dis­sem­i­nat­ing them in Ukraine and the Black Sea region.

The project is imple­ment­ed in con­junc­tion with an asso­ci­a­tion of main­ly Ukrain­ian insti­tu­tions that are work­ing towards a low-car­bon econ­o­my and cli­mate adap­ta­tion. This approach ensures that their views are tak­en into account in pol­i­cy-mak­ing.
