PAABS project Steering Committee meeting, held on 30 April 2026, reinforced strong coordination between the Governments of Ukraine and Germany.
The exchanges focused on strategic priorities for Ukraine’s EU accession and green recovery, including:
— Climate governance — strengthening the capacities of the Ministry of Economy, Environment and Agriculture of Ukraine in international reporting under the Paris Agreement and engagement at COP31
— Climate change adaptation policy, including support to communities in Odesa region in implementing adaptation measures.
— Implementation of the EU Industrial Emissions Directive (IED)
— Green finance in the banking sector and carbon taxation
The meeting brought together high-level representatives, including Oleksandr Krasnolutskyi, Deputy Minister, Ministry of Economy, Environment and Agriculture of Ukraine; Dr. Kathrin Blaufuss, co-Head of IKI Division, Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN); Daniela Göhler, PAABS Project Director and PAABS consortium partners.

The meeting also marked the endorsement of the PAABS governance framework and consolidation of the partnership’s work plan for 2026.
Ukraine highly values its cooperation with Germany in advancing climate policy and green recovery. Through the PAABS project, we are strengthening coordination and supporting key reforms — from climate governance and international reporting to reforming industrial emissions and green finance — while aligning with EU requirements. We look forward to continuing this cooperation and achieving further tangible results together, stated Oleksandr Krasnolutskyi, Deputy Minister of Economy of Ukraine

Germany remains committed to supporting Ukraine in addressing the challenges of climate action and green recovery under the severe hardship of the ongoing war of aggression by Russia. The PAABS project (wird das Projekt im Text vorher schon eingeführt und erklärt?) supports the Ukraine in key climate policy areas such as climate governance and adaptation to climate change. This joint work assists the integration process to the EU, including the alignment with EU environmental law, said Dr. Kathrin Blaufuss, co-Head of IKI Division in the German Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety.
