Ukraine adopts its Second Nationally Determined Contribution (NDC2) under the Paris Agreement

On Octo­ber 29, the Cab­i­net of Min­is­ters of Ukraine approved the country’s Sec­ond Nation­al­ly Deter­mined Con­tri­bu­tion (NDC2) under the Paris Agree­ment.

The updat­ed con­tri­bu­tion was devel­oped based on mod­el­ling of long-term eco­nom­ic devel­op­ment sce­nar­ios, Ukraine’s pro­ject­ed ener­gy bal­ance, and green­house gas emis­sion trends. A wide range of stake­hold­ers took part in the dis­cus­sions — includ­ing gov­ern­ment insti­tu­tions, local author­i­ties, the busi­ness sec­tor, civ­il soci­ety, and inter­na­tion­al part­ners.

Dur­ing the prepa­ra­tion of NDC2, feed­back and pro­pos­als were tak­en into account, par­tic­u­lar­ly those relat­ed to its poten­tial impact on busi­ness, post-war recov­ery, and the over­all econ­o­my. It was also con­sid­ered that the ini­tial mod­el­ling did not include data from the updat­ed Rapid Dam­age and Needs Assess­ment (RDNA4), pre­pared by the Gov­ern­ment of Ukraine togeth­er with the World Bank, the Euro­pean Com­mis­sion, and the Unit­ed Nations sys­tem.

As a result, NDC2 was revised in terms of the pro­ject­ed vol­ume and reduc­tion of green­house gas emis­sions by 2035, set­ting an updat­ed tar­get — to reduce emis­sions by more than 65% from 1990 lev­els by 2035.

Ukraine’s updat­ed cli­mate com­mit­ment under the Paris Agree­ment empha­sizes the crit­i­cal role of cli­mate adap­ta­tion, just tran­si­tion, and bio­di­ver­si­ty con­ser­va­tion in imple­ment­ing nation­al cli­mate pol­i­cy through 2035.

This step demon­strates that, even amid full-scale war, Ukraine remains com­mit­ted to its cli­mate goals — incor­po­rat­ing war-relat­ed chal­lenges while lay­ing the ground­work for a green recov­ery and deep­er inte­gra­tion with Euro­pean cli­mate pol­i­cy.

The prepa­ra­tion process of NDC2-2025 is coor­di­nat­ed by the Min­istry of Econ­o­my, Envi­ron­ment and Agri­cul­ture of Ukraine and sup­port­ed by the project “IKI Inter­face: Sup­port­ing Ukraine towards Ambi­tious and Inte­grat­ed Cli­mate Pol­i­cy (Green Ukraine)”, imple­ment­ed by Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH on behalf of the Fed­er­al Min­istry for Eco­nom­ic Affairs and Ener­gy (BMWE), with­in the frame­work of the Inter­na­tion­al Cli­mate Ini­tia­tive (IKI).

Con­nect­ing all IKI stake­hold­ers in Ukraine through in-depth exchange and coor­di­na­tion for­mats is there­fore an impor­tant appo­rach of the Inter­face Project Ukraine. The Project is run by the Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH.
