Ukraine Advances Climate Governance: Ukrainian Climate Office Steering Committee Launched

A high-lev­el Steer­ing Com­mit­tee meet­ing of the Ukrain­ian Cli­mate Office (UCO) was con­vened, mark­ing a piv­otal step in strength­en­ing Ukraine’s cli­mate gov­er­nance archi­tec­ture and sharp­en­ing UCO’s strate­gic direc­tion at a crit­i­cal moment for the country’s recov­ery and Euro­pean inte­gra­tion.

Bring­ing togeth­er senior the meet­ing for­mal­ly estab­lished the UCO Steer­ing Com­mit­tee for strate­gic guid­ance and coor­di­na­tion of part­ners.

Jocelin Cor­net, Head of Sec­tion for Ener­gy, Infra­struc­ture and Envi­ron­ment at the EU Del­e­ga­tion to Ukraine empha­sized the strate­gic impor­tance of the ini­tia­tive:

It is very impor­tant to embed Ukrain­ian Cli­mate Office into Ukraine’s cli­mate pol­i­cy. We see UCO as one of the key tools for Ukraine to align with the EU leg­is­la­tion on cli­mate. For us, it’s essen­tial to ensure mean­ing­ful deliv­ery of reforms, and that the project works under the Cab­i­net of Min­is­ters.”

Oleh Voy­tovych, Deputy State Sec­re­tary of the Cab­i­net of Min­is­ters of Ukraine, high­light­ed con­ti­nu­ity and ambi­tion in Ukraine’s cli­ate efforts:

Today’s meet­ing is a con­tin­u­a­tion of the work we have already begun, includ­ing the cre­ation of a sus­tain­able finance plat­form. I would like to thank the EU, the Ger­man Gov­ern­ment, and GIZ for their sup­port. Ukraine remains stead­fast in its Euro­pean inte­gra­tion course. UCO will strength­en our capac­i­ty to shape cli­mate pol­i­cy. Our goal is to har­mo­nize nation­al leg­is­la­tion with the EU, improve coop­er­a­tion between the bank­ing sec­tor and part­ners, and facil­i­tate access to sus­tain­able cap­i­tal for Ukrain­ian busi­ness­es to sup­port recov­ery. We are ready to work, we under­stand the scale of the tasks ahead, and we sup­port the estab­lish­ment of UCO.

One of the out­comes of the event was the for­mal adop­tion of the Steer­ing Committee’s Terms of Ref­er­ence, estab­lish­ing a clear gov­er­nance frame­work, roles, and deci­sion-mak­ing process­es. This pro­vides the insti­tu­tion­al back­bone required for coher­ent pol­i­cy devel­op­ment, strength­ened account­abil­i­ty, and sus­tained stake­hold­er coor­di­na­tion.

The Com­mit­tee also endorsed the UCO Work Plan for its sec­ond phase, struc­tured around three strate­gic pil­lars that will sup­port Ukraine’s cli­mate tra­jec­to­ry in the com­ing years.

The first pil­lar focus­es on EU legal align­ment and cli­mate gov­er­nance to sup­port cred­i­ble progress under the EU acces­sion process on Chap­ter 27. This work lays the foun­da­tion for a mod­ern, trans­par­ent, and rules-based cli­mate gov­er­nance sys­tem.

The sec­ond pil­lar cen­ters on car­bon pric­ing and mar­kets, with a focus on devel­op­ing car­bon pric­ing instru­ments, such as Ukraine’s emis­sions trad­ing sys­tems (ETS) and nation­al car­bon tax. This will help Ukraine estab­lish the struc­tur­al back­bone for cli­mate pol­i­cy, gen­er­ate domes­tic rev­enues, and incen­tivize low-car­bon trans­for­ma­tion of busi­ness­es across sec­tors.

The third pil­lar pro­motes cli­mate-resilient recon­struc­tion and finance mobi­liza­tion, rec­og­niz­ing recon­struc­tion as an oppor­tu­ni­ty to align recov­ery invest­ments with cli­mate and sus­tain­abil­i­ty prin­ci­ples. This includes mobi­liz­ing sus­tain­able finance, inte­grat­ing cli­mate risk into pub­lic invest­ment plan­ning, and posi­tion­ing Ukraine as an attrac­tive des­ti­na­tion for green invest­ment.

Togeth­er, these pil­lars form a coher­ent strate­gic frame­work that links Ukraine’s recon­struc­tion with its long-term goal of cli­mate neu­tral­i­ty while anchor­ing reforms with­in the EU inte­gra­tion path­way.

Speak­ers through­out the meet­ing rein­forced Ukraine’s con­tin­ued com­mit­ment to its cli­mate oblig­a­tions and EU acces­sion goals. Gov­ern­ment rep­re­sen­ta­tives under­scored that clear bench­mark, agreed time­lines, and coor­di­nat­ed action with UCO are already in place, with dis­cus­sions advanc­ing at both pol­i­cy and expert lev­els.

The EU and Ger­man gov­ern­ment reit­er­at­ed their strong sup­port to insti­tu­tion­al­ize UCO as part of Ukraine’s cli­mate gov­er­nance archi­tec­ture. Cli­mate pol­i­cy was high­light­ed as inher­ent­ly cross-sec­toral, requir­ing sus­tained coor­di­na­tion at the lev­el of the Cab­i­net of Min­is­ters and active engage­ment across min­istries.

The impor­tance of align­ing cli­mate action with broad­er sus­tain­able devel­op­ment objec­tives was also empha­sized, par­tic­u­lar­ly in rela­tion to improv­ing access to sus­tain­able finance, strength­en­ing coop­er­a­tion with the finan­cial sec­tor, and cre­at­ing con­di­tions for Ukrain­ian busi­ness­es to access green cap­i­tal to sup­port recov­ery and growth.

A mile­stone of the meet­ing was the sign­ing of the UCO Imple­men­ta­tion Agree­ment between the Cab­i­net of Min­is­ters of Ukraine and GIZ, for­mal­iz­ing the part­ner­ship frame­work and enabling the effec­tive roll­out of UCO’s sec­ond phase.

By insti­tu­tion­al­iz­ing cli­mate gov­er­nance struc­tures, align­ing strate­gic pri­or­i­ties, and secur­ing imple­men­ta­tion part­ner­ships, Ukraine is rein­forc­ing its abil­i­ty to deliv­er coor­di­nat­ed, high-impact cli­mate action while advanc­ing on its path toward EU mem­ber­ship.
