Ukraine and international partners to shape climate policy ahead of COP31

On 21 October, Ukraine and its international partners will come together in Kyiv for a National Climate Dialogue ahead of the 31st UN Climate Change Conference (COP31) in Antalya, Türkiye. The event will focus on Ukraine’s climate policy priorities, the environmental impact of the war, and the role of decarbonisation and green recovery in building a more resilient, low-carbon economy.

The event will bring together representatives of the Ukrainian government, international partners, diplomatic missions, businesses, financial institutions, communities, and civil society. Senior officials from Ukraine’s Ministry of Economy and Environment will take part in the event.

One of the key topics of the dialogue will be Ukraine’s experience of building climate resilience during wartime – solutions that are already being implemented in response to unprecedented challenges and can be shared with international partners as Ukraine’s practical contribution to the global climate agenda.

Ukraine’s recovery is taking place in fundamentally new circumstances, where the full-scale war is profoundly reshaping the country’s economic opportunities, societal needs and environmental conditions. Under these extreme circumstances, Ukraine is developing practical solutions to protect the environment and strengthen the resilience of its energy system, communities and economy.

Participants will also discuss how to align Ukraine’s recovery with climate goals and economic development, including the environmental impact of the war, green reconstruction, industrial decarbonisation and mechanisms for attracting climate finance and investment.

The dialogue will provide a platform for sharing Ukrainian practices and developing a common vision of climate priorities ahead of COP31. As an outcome, participants will develop proposals that can be presented to international partners and reflected in Ukraine’s position at the UN Climate Change Conference in Türkiye.

You can register for the event via the link.

Media accreditation is available via the link. Registration is open until 21 October 2026 (inclusive).

The venue and agenda will be shared with registered participants.

The Pre-COP31 event was organised at the initiative of the Ministry of Economy and Environment of Ukraine, with the support of the projects IKI Interface Ukraine and Implementation of the Paris Agreement in Ukraine (PAABS), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for the Environment, Climate Action, Nature Conservation and  Nuclear Safety (BMUKN) under the International Climate Initiative (IKI).
