Ukraine is high­ly vul­ner­a­ble to the impacts of cli­mate change and has iden­ti­fied agri­cul­ture, water resources, ener­gy, trans­porta­tion, health, the urban envi­ron­ment and forests, and coastal zone man­age­ment as key adap­ta­tion pri­or­i­ties. As a result of recent decen­tral­iza­tion reforms, com­mu­ni­ties have more auton­o­my in deci­sion-mak­ing, receiv­ing a sig­nif­i­cant share of tax­es. How­ev­er, inter­na­tion­al cli­mate com­mit­ments are not yet ade­quate­ly linked to nation­al poli­cies.

Supporting Ukraine in the implementation of the Paris Agreement and adaptation to the impact of climate change in the Black Sea region (PAABS)

The project advis­es Ukraine on how to imple­ment the Paris Agree­ment by pro­mot­ing a low-car­bon econ­o­my and cli­mate-resilient future. It sup­ports the Min­istry of Envi­ron­men­tal Pro­tec­tion and Nat­ur­al Resources (MEPR) in plan­ning, real­is­ing and mon­i­tor­ing the trans­for­ma­tion. To do so, it sup­ports knowl­edge-build­ing and pro­vides instru­ments to align report­ing on the Paris Agree­ment with inter­na­tion­al stan­dards. This includes, for exam­ple, an IT sys­tem based on satel­lite images that is used to mon­i­tor land use and for­est man­age­ment.

The Ukrain­ian Cli­mate Office, oper­at­ing as a project-based ini­tia­tive, aims to iden­ti­fy reg­u­la­to­ry gaps in cli­mate pol­i­cy and devel­op effec­tive mech­a­nisms to address them. While the office is cur­rent­ly in its admin­is­tra­tive phase, it serves as a crit­i­cal hub for cli­mate relat­ed top­ics and the enhance­ment of inter­na­tion­al nego­ti­a­tion skills, par­tic­u­lar­ly with­in the frame­work of the UNFCCC.
