The team of the project “Support of the national Energy Efficiency Fund and of a climate-friendly reform agenda (S2I)” visited Lutsk and Volodymyr.
Meetings were held with representatives of city councils and associations of homeowners of multi-apartment buildings (HOAs). Among the topics of discussion were the participation of the HOAs of Lutsk and Volodymyr in the program for energy modernization of multi-apartment buildings “Energodim”, which is implemented by the Energy Efficiency Fund, the specifics of activities of communities in the field of energy efficiency, in particular in the housing sector, challenges in conditions of full-scale war, as well as opportunities for cooperation with projects implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. In addition, the project team got acquainted with the results of the implementation of the “Energodim” program in the visited cities.

HOAs of Lutsk and Volodymyr are among the most active participants of the “Energodim” program. In total, 147 multi-apartment buildings with HOAs took part in the program in the Volyn region, 80 of them successfully completed the works.

There are also local support programs in the visited cities for homeowners association participating in the “Energodim” programme of the Energy Efficiency Fund. Under the “Tepla Oselia” (“Warm House”) program, HOAs in Volodymyr receive from the local budget interest reimbursement on loans attracted for the implementation of thermal modernization measures under the “Energodim” program. In Lutsk, there is a local program to reimburse part of the amount of loans attracted by HOAs in the amount of up to 10% of the cost of works under the Energy Efficiency Fund programme.
Experience of Lutsk and Volodymyr in the field of energy efficiency shall serve as an example at the national level. We see the effective work of local self-government bodies, homeowners association, high professionalism of regional consultants and contractors, noted Mr. Eike Meyer, director of the GIZ project.
