The cities of Volyn as an example of successful implementation of energy efficiency projects in the housing sector

The team of the project “Sup­port of the nation­al Ener­gy Effi­cien­cy Fund and of a cli­mate-friend­ly reform agen­da (S2I)” vis­it­ed Lut­sk and Volodymyr.

Meet­ings were held with rep­re­sen­ta­tives of city coun­cils and asso­ci­a­tions of home­own­ers of mul­ti-apart­ment build­ings (HOAs). Among the top­ics of dis­cus­sion were the par­tic­i­pa­tion of the HOAs of Lut­sk and Volodymyr in the pro­gram for ener­gy mod­ern­iza­tion of mul­ti-apart­ment build­ings “Ener­godim”, which is imple­ment­ed by the Ener­gy Effi­cien­cy Fund, the specifics of activ­i­ties of com­mu­ni­ties in the field of ener­gy effi­cien­cy, in par­tic­u­lar in the hous­ing sec­tor, chal­lenges in con­di­tions of full-scale war, as well as oppor­tu­ni­ties for coop­er­a­tion with projects imple­ment­ed by Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH. In addi­tion, the project team got acquaint­ed with the results of the imple­men­ta­tion of the “Ener­godim” pro­gram in the vis­it­ed cities.

HOAs of Lut­sk and Volodymyr are among the most active par­tic­i­pants of the “Ener­godim” pro­gram. In total, 147 mul­ti-apart­ment build­ings with HOAs took part in the pro­gram in the Volyn region, 80 of them suc­cess­ful­ly com­plet­ed the works.

There are also local sup­port pro­grams in the vis­it­ed cities for home­own­ers asso­ci­a­tion par­tic­i­pat­ing in the “Ener­godim” pro­gramme of the Ener­gy Effi­cien­cy Fund. Under the “Tepla Oselia” (“Warm House”) pro­gram, HOAs in Volodymyr receive from the local bud­get inter­est reim­burse­ment on loans attract­ed for the imple­men­ta­tion of ther­mal mod­ern­iza­tion mea­sures under the “Ener­godim” pro­gram. In Lut­sk, there is a local pro­gram to reim­burse part of the amount of loans attract­ed by HOAs in the amount of up to 10% of the cost of works under the Ener­gy Effi­cien­cy Fund pro­gramme.

Expe­ri­ence of Lut­sk and Volodymyr in the field of ener­gy effi­cien­cy shall serve as an exam­ple at the nation­al lev­el. We see the effec­tive work of local self-gov­ern­ment bod­ies, home­own­ers asso­ci­a­tion, high pro­fes­sion­al­ism of region­al con­sul­tants and con­trac­tors, not­ed Mr. Eike Mey­er, direc­tor of the GIZ project.

The project “Sup­port of the nation­al Ener­gy Effi­cien­cy Fund and of a cli­mate-friend­ly reform agen­da (S2I)” is imple­ment­ed by Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH on behalf of the Ger­man Fed­er­al Min­istry for Eco­nom­ic Affairs and Ener­gy (BMWE). The project sup­ports the Gov­ern­ment of Ukraine in the fur­ther strate­gic devel­op­ment of the Ener­gy Effi­cien­cy Fund, in par­tic­u­lar in the areas of increas­ing the insti­tu­tion­al capac­i­ty of the Fund, improv­ing human poten­tial, and devel­op­ing fund­ing pro­grams.
