COP30 in Belém (10 – 21 Novem­ber 2025) is a crit­i­cal mile­stone for NDC 3.0 sub­mis­sions — the next gen­er­a­tion of Nation­al­ly Deter­mined Con­tri­bu­tions. These must reflect the Glob­al Stock­take (GST), set 2035 tar­gets, and inte­grate adap­ta­tion, finance, and just tran­si­tion.

East­ern Europe, the South Cau­ca­sus, and Cen­tral Asia face shared chal­lenges:

Ener­gy tran­si­tion from Sovi­et-era sys­tems 

EU inte­gra­tion path­ways (Ukraine, Moldo­va)

Vul­ner­a­bil­i­ty to cli­mate impacts (droughts in Cen­tral Asia, floods in the Black Sea region)

This region­al hybrid side event, host­ed in Ukraine’s Pavil­ion, will bring togeth­er  Azer­bai­jan, Geor­gia, Kaza­khstan, Moldo­va, Swe­den, and Ukraine to exchange con­crete expe­ri­ences in devel­op­ing NDC 3.0 under com­plex geopo­lit­i­cal and eco­nom­ic con­di­tions.

The ses­sion will:

— Show­case nation­al mod­el­ing approach­es 

— High­light inno­v­a­tive stake­hold­er engage­ment 

— Address com­mon bar­ri­ers 

— Explore inter­na­tion­al coop­er­a­tion mech­a­nisms 

The event is orga­nized at the ini­tia­tive of the Min­istry of Econ­o­my, Envi­ron­ment and Agri­cul­ture of Ukraine with the sup­port of the IKI Inter­face Ukraine project and Stock­holm Envi­ron­men­tal Insti­tute. The project “IKI Inter­face: Sup­port­ing Ukraine towards Ambi­tious and Inte­grat­ed Cli­mate Pol­i­cy (Green Ukraine)” is imple­ment­ed by Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH on behalf of the Fed­er­al Min­istry for the Envi­ron­ment, Nature Con­ser­va­tion, Nuclear Safe­ty and Con­sumer Pro­tec­tion (BMUKN), with­in the frame­work of the Inter­na­tion­al Cli­mate Ini­tia­tive (IKI).
