From 21 to 24 April 2026, FELICITY II supported the “Budget Made Accessible” Ideas Residency in Lviv, bringing together representatives of municipalities, local communities, and experts for a practical exchange on local finance, project preparation, and resource mobilisation.
Working with real examples from the Lviv municipality, participants explored budgeting processes, the use of open data, mechanisms for accessing grants and loans, and the preparation of infrastructure projects from concept to implementation. The programme provided practical insights into how communities can strengthen their financial planning and improve their readiness to attract external funding.
“Today, it is important for communities not only to have ideas, but also to understand how to implement them. At FELICITY II, we are working to ensure that financial instruments help communities move from planning to implementation, and we are also strengthening their capacity to prepare and manage investment projects,” says Oksana Oliynyk, Head of the Ukraine Component.
By supporting initiatives such as the Ideas Residency, FELICITY II contributes to strengthening local capacities for preparing investment-ready infrastructure projects and improving access to sustainable financing mechanisms.
FELICITY II is an international initiative supporting sustainable urban infrastructure development in Eastern European and Central Asia countries, aiming to reduce greenhouse gas emissions. The programme provides technical and analytical assistance to municipalities to help them design and implement climate-friendly investments in water supply, wastewater management, and energy-efficient buildings.
FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank and with the support of the German Federal Government, under the framework of the International Climate Initiative (IKI).
