The Renewable Energy Solutions (RES) programme continues to support Ukrainian municipalities in strengthening energy security through decentralised renewable energy generation for public infrastructure.
As of June 2026, cooperation agreements had been signed with 24 municipalities, covering 60 public facilities. Feasibility studies have been completed for 30 facilities, with nine studies currently under development. Technical design documentation (PDD) has already been delivered to partners for nine facilities, while four PDDs are under the state expertise process. At the same time, PDDs for a further 15 facilities are being prepared. Also, 27 facilities have been submitted to the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety for allocation approval.
Alongside project development, RES has been working to strengthen the enabling environment for municipal renewable energy investments through stakeholder dialogue on active consumer status and grid integration. This work supports practical discussions on how public institutions can contribute surplus electricity to the grid.
The programme is now entering a new phase focused on expanding support to additional municipalities and identifying pilot projects that can demonstrate innovative green district heating solutions. At the same time, new Ukrainian state expertise requirements for construction cost verification (actively enforced since April 2026) are increasing approval timelines for projects. The process is highly administrative and is further impacted by software platform reliability issues, resulting in an average two-week extension to expertise reviews. The matter is affecting the entire industry and is currently under review by government authorities.
RES is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with United Nations Development Programme (UNDP), funded by the by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety under the framework of the International Climate Initiative (IKI), and managed by the European Investment Bank (EIB).
RES supports Ukraine’s transition towards energy independence and resilience while contributing to decarbonisation and EU integration objectives.
