On 4 September 2025, Mykolaiv took an important step in its recovery journey by joining the pilot programme for energy-efficient housing refurbishments under the FELICITY II programme. The partnership was formalised through a Memorandum of Understanding signed between the city and GIZ during a visit by the FELICITY II delegation.
The programme focuses on energy efficiency and sustainable urban development. This integrated approach enables not only reconstruction, but also the creation of a modern urban environment aligned with European climate ambitions. As one of the partner cities, Mykolaiv will receive tailored support to develop technical design documentation for 10 multi-apartment residential buildings damaged due to the ongoing war. The programme will also assist in forming dedicated implementation teams within the municipality, enhancing institutional capacities, and equipping local professionals with the knowledge to apply climate-responsive reconstruction approaches.
During the visit, the GIZ team held discussions with municipal authorities and inspected buildings identified for future renovation. It is planned that up to 20 investment-ready housing projects will be prepared in the cities of Kryvyi Rih and Mykolaiv, with the potential to attract financing from the European Investment Bank.
By aligning with EU energy efficiency standards and embedding climate-smart solutions into the rebuilding process, FELICITY II contributes to a forward-looking, people-centred recovery.
FELICITY II is an international initiative supporting sustainable urban infrastructure development in Eastern European and Central Asia countries, aiming to reduce greenhouse gas emissions. The programme provides technical and analytical assistance to municipalities to help them design and implement climate-friendly investments in water supply, wastewater management, and energy-efficient buildings.
FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank and with the support of the German Federal Government, under the framework of the International Climate Initiative (IKI).
