Last week, during the IKI Ukraine 2026 workshop, the IKI Interface Ukraine project and the Budget Institution “National Greenhouse Gas Emissions Inventory Center” signed a Memorandum of Cooperation to support the implementation of Ukraine’s second Nationally Determined Contribution (NDC2).
Under the agreement, the IKI Interface Ukraine project will provide financial support to the Budget Institution. The aim of the cooperation is to strengthen the capacity of the Government of Ukraine in greenhouse gas emissions forecasting, improve reporting systems, and support the implementation of international climate commitments.
Strengthening capacity in greenhouse gas emissions forecasting enables the government to develop well-founded NDC2 targets and effectively monitor their achievement, allowing for timely adjustments to public policy. This ensures high-quality reporting under the Paris Agreement and the United Nations Framework Convention on Climate Change (UNFCCC) and demonstrates transparency in the country’s actions on the international stage. Beyond compliance, robust forecasting scenarios also create a foundation for attracting climate investments necessary for implementing low-carbon development strategies.

The Memorandum was signed by IKI Interface Ukraine Project Director Gabriel Sauer and Director of the Budget Institution “National Greenhouse Gas Emissions Inventory Center” Dmytro Todchuk.
The project “IKI Interface: Supporting Ukraine towards Ambitious and Integrated Climate Policy (Green Ukraine)” is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUKN) under the International Climate Initiative (IKI), in cooperation with the Ministry of Economy, Environment and Agriculture of Ukraine.
