High-Level Dialogue on Ukraine’s Climate Policy

On 11 Feb­ru­ary, the PAABS project, imple­ment­ed with the sup­port of GIZ, held a series of high-lev­el meet­ings focused on advanc­ing Ukraine’s cli­mate pol­i­cy.

The project team met with Olek­san­dr Kras­no­lut­skyi, Deputy Min­is­ter of Econ­o­my, Envi­ron­ment and Agri­cul­ture of Ukraine, respon­si­ble for cli­mate pol­i­cy, and also held a sep­a­rate work­ing meet­ing with Oleh Bon­darenko, Chair of the Verk­hov­na Rada Com­mit­tee on Envi­ron­men­tal Pol­i­cy and Nature Man­age­ment.

Dur­ing the meet­ings, key project pri­or­i­ties in cli­mate pol­i­cy were dis­cussed, includ­ing:

Prepa­ra­tion of the sec­ond Bien­ni­al Trans­paren­cy Report (BTR) in line with Ukraine’s inter­na­tion­al cli­mate com­mit­ments

Sup­port for Ukraine’s par­tic­i­pa­tion in inter­na­tion­al cli­mate nego­ti­a­tions, includ­ing assis­tance to the Min­istry in prepar­ing and orga­niz­ing activ­i­ties with­in COP31

Devel­op­ment of a mod­ern reg­u­la­to­ry frame­work for the imple­men­ta­tion of the EU Indus­tri­al Emis­sions Direc­tive (IED)

Expert sup­port for the reform of the CO₂ emis­sions tax and the devel­op­ment of eco­nom­ic instru­ments for decar­boniza­tion

In dia­logue with the Min­istry of Econ­o­my, the par­ties agreed on a shared vision for the next steps in cli­mate pol­i­cy. In the meet­ing with Oleh Bon­darenko, spe­cial atten­tion was giv­en to leg­isla­tive ini­tia­tives nec­es­sary for the effec­tive imple­men­ta­tion of cli­mate mea­sures.

Amid the war, Ukraine remains com­mit­ted to advanc­ing its cli­mate agen­da. It is impor­tant for us not only to sup­port the devel­op­ment of strate­gies and leg­isla­tive reforms, but also to strength­en insti­tu­tion­al capac­i­ty and cre­ate con­di­tions for long-term green invest­ments. PAABS con­tin­ues to work close­ly with Ukrain­ian insti­tu­tions to pro­mote cli­mate resilience and sup­port Ukraine’s inte­gra­tion into Euro­pean sys­tems, said Daniela Goehler, PAABS Project Direc­tor.

PAABS is fund­ed by the Fed­er­al Min­istry for the Envi­ron­ment, Cli­mate Action, Nature Con­ser­va­tion and Nuclear Safe­ty (BMUKN) under the Inter­na­tion­al Cli­mate Ini­tia­tive (IKI), imple­ment­ed by the Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH. PAABS stands for “Sup­port­ing Ukraine in the imple­men­ta­tion of the Paris Agree­ment and adap­ta­tion to the impact of cli­mate change in the Black Sea region”.

The project advis­es Ukraine on how to imple­ment the Paris Agree­ment by pro­mot­ing a low-car­bon econ­o­my and cli­mate-resilient future. It sup­ports the Min­istry of Envi­ron­men­tal Pro­tec­tion and Nat­ur­al Resources (MEPR) in plan­ning, real­is­ing and mon­i­tor­ing the trans­for­ma­tion. To do so, it sup­ports knowl­edge-build­ing and pro­vides instru­ments to align report­ing on the Paris Agree­ment with inter­na­tion­al stan­dards. This includes, for exam­ple, an IT sys­tem based on satel­lite images that is used to mon­i­tor land use and for­est man­age­ment.
