On 20 August 2026, the FELICITY II programme, in cooperation with the National Ukrainian Water Academy (NUWA), launched the IMPACT (Integrated Municipal Projects: Activation, Capacity & Transformation) training course for representatives of water utilities and municipalities participating in the European Investment Bank’s (EIB) Ukraine Water Recovery (UWR) loan programme.
Access to financing is only one part of modernising municipal infrastructure. Utilities also need the institutional and technical capacities to develop viable investment concepts, prepare projects in line with the requirements of international financial institutions, navigate procurement and contracting procedures, and manage implementation once financing has been secured.
The IMPACT course addresses these needs by covering the entire lifecycle of a municipal investment project – from developing the initial project idea and preparing bankable projects to financing, procurement, implementation and project management. Combining practical cases, international experience and the requirements of development partners and financial institutions, the course is designed to strengthen the capacities that utilities need to turn infrastructure priorities into implementable investment projects.
Over ten thematic modules, participants will work on project preparation and technical documentation, the national DREAM digital ecosystem, cooperation with the Ministry of Finance of Ukraine and international financial institutions, procurement and contract management, energy management and operational efficiency, project implementation, institutional capacity building, communication and change management.

Our task is to assist municipalities in confidently navigating the project preparation process, both within the UWR programme and beyond, so that every euro mobilised contributes to long-term development and tangible improvements for people,” said Oksana Oliynyk, Head of the Ukraine Component of the FELICITY II programme.
FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank and with the support of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety, under the framework of the International Climate Initiative (IKI).
