From Climate Targets to Concrete Action: How to Ensure Implementation and Financing

On 10–11 Sep­tem­ber 2026, the CW4 Peer Exchange Work­shop on NDC Imple­men­ta­tion: From Prepa­ra­tion to Coor­di­nat­ed Action took place in Baku, focus­ing on prac­ti­cal approach­es to the imple­men­ta­tion and financ­ing of Nation­al­ly Deter­mined Con­tri­bu­tions (NDCs).

Gabriel Sauer, Project Direc­tor of IKI Inter­face Ukraine, and Rim­ma Kushtym, Pro­gramme Com­po­nent Man­ag­er, took part in the work­shop as dis­cus­sion facil­i­ta­tors and experts on NDC imple­men­ta­tion.

Par­tic­i­pants focused on what hap­pens after cli­mate tar­gets are adopt­ed: how to trans­late them into con­crete poli­cies, mea­sures and invest­ment deci­sions; how to iden­ti­fy pri­or­i­ties for indi­vid­ual sec­tors and ensure coor­di­na­tion across them; and how to assess financ­ing needs and link them to poten­tial sources of invest­ment.

Par­tic­u­lar atten­tion was paid to NDC imple­men­ta­tion and financ­ing plans as a tool for link­ing cli­mate tar­gets with nation­al plan­ning, eco­nom­ic pol­i­cy and invest­ment deci­sions. Par­tic­i­pants exchanged expe­ri­ences on approach­es to iden­ti­fy­ing pri­or­i­ty mea­sures, assess­ing invest­ment needs and coor­di­nat­ing action across dif­fer­ent sec­tors and stake­hold­ers.

For Ukraine, these issues are par­tic­u­lar­ly rel­e­vant in the con­text of prepar­ing for the imple­men­ta­tion of NDC2 and the country’s recov­ery. The chal­lenge is not only to set cli­mate tar­gets, but also to ensure their prac­ti­cal imple­men­ta­tion, iden­ti­fy sec­toral and cross-sec­toral pri­or­i­ties, deter­mine the invest­ments required and explore poten­tial sources of financ­ing.

With­in the IKI Inter­face Ukraine project, in coop­er­a­tion with nation­al and inter­na­tion­al experts, a strat­e­gy for the imple­men­ta­tion and financ­ing of Ukraine’s NDC2 is being devel­oped. The strat­e­gy will help align NDC2 with the Nation­al Ener­gy and Cli­mate Plan (NECP) and the Long-Term Low Emis­sion Devel­op­ment Strat­e­gy (LT-LEDS), as well as iden­ti­fy the poli­cies and mea­sures need­ed to achieve Ukraine’s cli­mate tar­gets.

The strat­e­gy will also take into account recov­ery pri­or­i­ties, sus­tain­able eco­nom­ic devel­op­ment and the country’s long-term tran­si­tion towards cli­mate neu­tral­i­ty.

The project “IKI Inter­face: Sup­port­ing Ukraine towards Ambi­tious and Inte­grat­ed Cli­mate Pol­i­cy (Green Ukraine)” is imple­ment­ed by Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH on behalf of the Fed­er­al Min­istry for the Envi­ron­ment, Cli­mate Action, Nature Con­ser­va­tion and Nuclear Safe­ty (BMUKN) under the Inter­na­tion­al Cli­mate Ini­tia­tive (IKI), in coop­er­a­tion with the Min­istry of Econ­o­my and Envi­ron­ment of Ukraine.
