On 27 April 2026, GIZ and the Kamianka-Buzka City Council signed a Memorandum of Cooperation under the FELICITY II programme, marking another step towards the implementation of a strategic investment project in Ukraine’s water sector.
The cooperation will focus on preparing the project “Construction of New Wastewater Treatment Facilities in Kamianka-Buzka” for implementation. The project has been included in the main project pipeline of the Ukraine Water and Wastewater Recovery Programme, established between Ukraine and the European Investment Bank.
Through FELICITY II, the municipality will receive technical assistance to update project design and cost-estimate documentation, advance project preparation activities, and strengthen institutional capacities required for cooperation with international financial institutions and future project implementation.
By supporting project preparation and institutional readiness, FELICITY II contributes to creating the conditions necessary for sustainable investment in water infrastructure. Modern water and wastewater treatment facilities are essential for environmental protection, enhancing service quality for residents, and increasing the resilience of local communities.
FELICITY II is an international initiative supporting sustainable urban infrastructure development in Eastern European and Central Asia countries, aiming to reduce greenhouse gas emissions. The programme provides technical and analytical assistance to municipalities to help them design and implement climate-friendly investments in water supply, wastewater management, and energy-efficient buildings.
FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank and with the support of the German Federal Government, under the framework of the International Climate Initiative (IKI).
