On 26–27 January 2026, a study visit took place in the city of Khmelnytskyi within the framework of the FELICITY II pilot project implemented by GIZ. The visit brought together representatives of the partner cities Kryvyi Rih and Mykolaiv. The event was organised in partnership with the Covenant of Mayors / Energy Efficient Cities of Ukraine Association and the NGO Housing Initiative for Eastern Europe (IWO).
The objective of the visit was to jointly develop the concept of a One-Stop Shop (OSS) for energy-efficient housing modernisation — a service model designed to support residents and homeowners’ associations throughout all stages of renovation, from energy audits and design to financing and implementation. Khmelnytskyi was selected as a peer-learning destination due to its well-established OSS model, which already operates at the municipal level and provides comprehensive support for renovation projects.

During the two-day programme, participants:
— explored Khmelnytskyi’s approach to housing stock management and municipal support schemes;
— discussed the role of energy management, effective communication with residents, and the development of homeowners’ associations;
— analysed technical solutions applied in renovation projects, including insulation, individual heat substations, and system balancing;
— visited the City Energy Efficiency Centre, renovation sites implemented under the Energodim programme, the Gufi Centre for waste management education, and reviewed safety solutions such as shelters, autonomous power supply, and solar panels.
As a result of the visit, the delegations defined the core elements of future OSS models in each pilot city, agreed on a set of key functions, and aligned on the main communication messages to engage residents. This is expected to strengthen community participation in decision-making and accelerate the preparation of high-quality energy-efficient housing modernisation projects.
The following steps include assessing the condition of pilot buildings, further detailing OSS functions at the city level, and moving into the practical phase of project preparation.
Within the framework of cooperation with GIZ, 20 investment-ready projects will be developed for the energy-efficient reconstruction of war-damaged residential buildings in FELICITY II partner cities. Mykolaiv and Kryvyi Rih will receive comprehensive support to establish energy-efficient and climate-resilient infrastructure aligned with modern quality standards and contributing to Ukraine’s integration into the European space.
FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank and with the support of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety, under the framework of the International Climate Initiative (IKI).
