From 18 to 21 November 2025, the city of Lviv hosted the first technical training within the framework of the FELICITY II pilot project aimed at developing energy-efficient reconstruction solutions for multi-apartment residential buildings damaged by the war in Ukraine.
The training brought together participants from partner cities Kryvyi Rih and Mykolaiv, along with energy auditors and energy efficiency experts, design professionals, and project consultants. Sessions were delivered by the German Energy Agency (dena), marking a practical starting point for pilot implementation.
The training programme focused on a range of technical and strategic topics, including:
— Principles of energy balance in residential buildings;
— Planning using the Passive House Planning Package (PHPP);
— Integration of renewable energy solutions into housing design;
— Cost-benefit analysis and efficiency evaluation;
— Certification processes for energy-efficient construction.
Particular attention was given to the technical design phase: thermal bridges, insulation of building envelopes, mechanical system design, and the requirements for project design and site supervision.
The next phase of the pilot will involve on-site technical assessments in the partner cities and hands-on training at selected buildings.
As part of the FELICITY II pilot, 20 investment-ready projects will be developed to support the refurbishment of multi-apartment buildings using EU-aligned energy efficiency standards. Kryvyi Rih and Mykolaiv will receive comprehensive support in establishing modern, climate-resilient housing infrastructure that contributes to Ukraine’s green recovery and integration with the European Union.
FELICITY II is an international initiative supporting sustainable urban infrastructure development in Eastern European and Central Asia countries, aiming to reduce greenhouse gas emissions. The programme provides technical and analytical assistance to municipalities to help them design and implement climate-friendly investments in water supply, wastewater management, and energy-efficient buildings.
FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank and with the support of the German Federal Government, under the framework of the International Climate Initiative (IKI).
