On 14 November 2025, during ReBuild Ukraine in Warsaw, the FELICITY II team took part in the Water Recovery Forum, which brought together national and international stakeholders to discuss the recovery and modernisation of Ukraine’s water sector.
Reliable water supply and wastewater management are essential for public health, environmental safety, and local economic development. However, due to war damage, underfunding, and growing climate risks, the sector is facing unprecedented challenges, requiring forward-looking, integrated solutions.
FELICITY II is contributing in several key areas:
— Supporting the preparation of investment-ready projects with water utilities in Sumy, Khmelnytskyi, Talne, Pervomaisk, and Horishni Plavni;
— Facilitating a €100 million framework loan agreement with the European Investment Bank and the Ministry for communities and territories development of Ukraine for the restoration of water and wastewater infrastructure;
— Providing technical and analytical assistance, including network assessments, energy efficiency improvements, and strategic planning;
— Supporting the development of new state construction norms aligned with EU standards;
— Assisting in cost-reflective tariff calculation and building the institutional capacity of utilities.
Ukraine has a unique chance during the reconstruction process to build a next-generation water infrastructure — safe, resilient, and fully aligned with EU standards, states André Fabian, Head of Programme, FELICITY II.
FELICITY II continues to promote scalable, EU-compliant solutions for Ukraine’s water recovery by working closely with utilities, ministries, and international financing institutions.
FELICITY II is an international initiative supporting sustainable urban infrastructure development in Eastern European and Central Asia countries, aiming to reduce greenhouse gas emissions. The programme provides technical and analytical assistance to municipalities to help them design and implement climate-friendly investments in water supply, wastewater management, and energy-efficient buildings.
FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank and with the support of the German Federal Government, under the framework of the International Climate Initiative (IKI).
