The 16th All-Ukrainian Forum of Homeowners Associations was held in Lviv on November 17–18, 2025. The project “Energy-efficient district of Lviv”, implemented by GIZ, joined as a co-organizer of the event.
Among the participants were heads of HOAs, representatives of local and national authorities, donor organizations, the Ukrainian Energy Efficiency Fund, housing and utilities experts, energy efficiency specialists, and representatives of non-governmental organizations.

The Forum served as a platform to discuss the development of HOAs, energy efficiency, and the green reconstruction of the residential sector. Key topics included:
— The Energy Efficiency Fund’s “Energodim” and “VidnovyDIM” programmes
— Successful cases of thermal modernization in multi-apartment buildings in Lviv
— Loan and financing instruments available to HOAs
— Restoration of buildings damaged as a result of the war
— Revolving funds as mechanisms for providing repayable financial support to HOAs
— Requirements for shelters and safety standards in multi-apartment buildings

Eike Meyer, director of the projects “Energy-efficient district Lviv” and “Support of the national Energy Efficiency Fund and of a climate-friendly reform agenda (S2I)”, implemented by GIZ, welcomed the participants:
