Highlight of 2025: An important step toward Ukraine’s EU integration

On Jan­u­ary 8, 2025, the Ukrain­ian Par­lia­ment adopt­ed a Law of Ukraine No. 4187-IX “On Amend­ments to Cer­tain Leg­isla­tive Acts of Ukraine Regard­ing the Restora­tion of MRV of GHG Emis­sions” (Law No. 4187), which rein­states the manda­to­ry sys­tem of mon­i­tor­ing, report­ing, and ver­i­fi­ca­tion (MRV) of green­house gas emis­sions.

298 Mem­bers of Par­lia­ment vot­ed in favour of this leg­isla­tive ini­tia­tive. This is an impor­tant step toward ful­fill­ing the com­mit­ments under the Ukraine Facil­i­ty and adher­ing to the country’s EU inte­gra­tion course.
The renew­al of manda­to­ry MRV is a pre­req­ui­site for intro­duc­ing an emis­sions trad­ing scheme (ETS) in Ukraine, which in turn brings Ukraine clos­er to full mem­ber­ship in the EU.

The reinstatement of the MRV system will:

ensure trans­paren­cy and reli­a­bil­i­ty of emis­sion data,

cre­ate new oppor­tu­ni­ties for coop­er­a­tion with accred­it­ed ver­i­fi­ca­tion bod­ies from EU coun­tries,

improve the qual­i­ty of MRV ser­vices,

pro­mote fair pric­ing for ver­i­fi­ca­tion ser­vices in Ukraine,

help Ukraine inte­grate into Euro­pean envi­ron­men­tal stan­dards.

The Project con­duct­ed a series of prepara­to­ry train­ings on the sys­tem of mon­i­tor­ing, report­ing, and ver­i­fi­ca­tion (MRV) of green­house gas emis­sions for oper­a­tors, ver­i­fiers, and the State Envi­ron­men­tal Inspec­torate to sup­port Ukraine as it moves toward the full launch of its emis­sions trad­ing sys­tem.

The law takes into account the con­di­tions of mar­tial law and the con­se­quences of Russia’s aggres­sion against Ukraine, mean­ing that report­ing require­ments will depend on the loca­tion of instal­la­tions and the extent of dam­age they have suf­fered.
With the sup­port of GIZ, this law will serve as the basis for fur­ther ini­tia­tives on decar­boniza­tion and the cre­ation of sta­ble and sus­tain­able envi­ron­men­tal poli­cies in Ukraine.

The leg­isla­tive ini­tia­tive was devel­oped with the sup­port of experts from the project “Sup­port for the Imple­men­ta­tion of the Green­house Gas Emis­sions Trad­ing Scheme (ETS) in Ukraine,” com­mis­sioned by the Ger­man Fed­er­al Min­istry for the Envi­ron­ment, Cli­mate Action, Nature Con­ser­va­tion and Nuclear Safe­ty (BMUKN) and imple­ment­ed by the Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH in part­ner­ship with the Min­istry of Econ­o­my, Envi­ron­ment and Agri­cul­ture of Ukraine.
