On January 8, 2025, the Ukrainian Parliament adopted a Law of Ukraine No. 4187-IX “On Amendments to Certain Legislative Acts of Ukraine Regarding the Restoration of MRV of GHG Emissions” (Law No. 4187), which reinstates the mandatory system of monitoring, reporting, and verification (MRV) of greenhouse gas emissions.
298 Members of Parliament voted in favour of this legislative initiative. This is an important step toward fulfilling the commitments under the Ukraine Facility and adhering to the country’s EU integration course.
The renewal of mandatory MRV is a prerequisite for introducing an emissions trading scheme (ETS) in Ukraine, which in turn brings Ukraine closer to full membership in the EU.
The reinstatement of the MRV system will:
— ensure transparency and reliability of emission data,
— create new opportunities for cooperation with accredited verification bodies from EU countries,
— improve the quality of MRV services,
— promote fair pricing for verification services in Ukraine,
— help Ukraine integrate into European environmental standards.
The Project conducted a series of preparatory trainings on the system of monitoring, reporting, and verification (MRV) of greenhouse gas emissions for operators, verifiers, and the State Environmental Inspectorate to support Ukraine as it moves toward the full launch of its emissions trading system.
The law takes into account the conditions of martial law and the consequences of Russia’s aggression against Ukraine, meaning that reporting requirements will depend on the location of installations and the extent of damage they have suffered.
With the support of GIZ, this law will serve as the basis for further initiatives on decarbonization and the creation of stable and sustainable environmental policies in Ukraine.
The legislative initiative was developed with the support of experts from the project “Support for the Implementation of the Greenhouse Gas Emissions Trading Scheme (ETS) in Ukraine,” commissioned by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with the Ministry of Economy, Environment and Agriculture of Ukraine.
