Driving strategic coordination for Ukraine‘s climate governance and green recovery

PAABS project Steer­ing Com­mit­tee meet­ing, held on 30 April 2026, rein­forced strong coor­di­na­tion between the Gov­ern­ments of Ukraine and Ger­many.

The exchanges focused on strate­gic pri­or­i­ties for Ukraine’s EU acces­sion and green recov­ery, includ­ing:

— Cli­mate gov­er­nance — strength­en­ing the capac­i­ties of the Min­istry of Econ­o­my, Envi­ron­ment and Agri­cul­ture of Ukraine in inter­na­tion­al report­ing under the Paris Agree­ment and engage­ment at COP31

— Cli­mate change adap­ta­tion pol­i­cy, includ­ing sup­port to com­mu­ni­ties in Ode­sa region in imple­ment­ing adap­ta­tion mea­sures.

— Imple­men­ta­tion of the EU Indus­tri­al Emis­sions Direc­tive (IED)

— Green finance in the bank­ing sec­tor and car­bon tax­a­tion

The meet­ing brought togeth­er high-lev­el rep­re­sen­ta­tives, includ­ing Olek­san­dr Kras­no­lut­skyi, Deputy Min­is­ter, Min­istry of Econ­o­my, Envi­ron­ment and Agri­cul­ture of Ukraine; Dr. Kathrin Blau­fuss, co-Head of IKI Divi­sion, Fed­er­al Min­istry for the Envi­ron­ment, Cli­mate Action, Nature Con­ser­va­tion and Nuclear Safe­ty (BMUKN); Daniela Göh­ler, PAABS Project Direc­tor and PAABS con­sor­tium part­ners.

The meet­ing also marked the endorse­ment of the PAABS gov­er­nance frame­work and con­sol­i­da­tion of the partnership’s work plan for 2026.

Ukraine high­ly val­ues its coop­er­a­tion with Ger­many in advanc­ing cli­mate pol­i­cy and green recov­ery. Through the PAABS project, we are strength­en­ing coor­di­na­tion and sup­port­ing key reforms — from cli­mate gov­er­nance and inter­na­tion­al report­ing to reform­ing indus­tri­al emis­sions and green finance — while align­ing with EU require­ments. We look for­ward to con­tin­u­ing this coop­er­a­tion and achiev­ing fur­ther tan­gi­ble results togeth­er, stat­ed Olek­san­dr Kras­no­lut­skyi, Deputy Min­is­ter of Econ­o­my of Ukraine

Ger­many remains com­mit­ted to sup­port­ing Ukraine in address­ing the chal­lenges of cli­mate action and green recov­ery under the severe hard­ship of the ongo­ing war of aggres­sion by Rus­sia. The PAABS project (wird das Pro­jekt im Text vorher schon einge­führt und erk­lärt?) sup­ports the Ukraine in key cli­mate pol­i­cy areas such as cli­mate gov­er­nance and adap­ta­tion to cli­mate change. This joint work assists the inte­gra­tion process to the EU, includ­ing the align­ment with EU envi­ron­men­tal law, said Dr. Kathrin Blau­fuss, co-Head of IKI Divi­sion in the Ger­man Min­istry for the Envi­ron­ment, Cli­mate Action, Nature Con­ser­va­tion and Nuclear Safe­ty.

PAABS is fund­ed by the Fed­er­al Min­istry for the Envi­ron­ment, Cli­mate Action, Nature Con­ser­va­tion and Nuclear Safe­ty (BMUKN) under the Inter­na­tion­al Cli­mate Ini­tia­tive (IKI), imple­ment­ed by the Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH. PAABS stands for “Sup­port­ing Ukraine in the imple­men­ta­tion of the Paris Agree­ment and adap­ta­tion to the impact of cli­mate change in the Black Sea region”.

The project advis­es Ukraine on how to imple­ment the Paris Agree­ment by pro­mot­ing a low-car­bon econ­o­my and cli­mate-resilient future. It sup­ports the Min­istry of Envi­ron­men­tal Pro­tec­tion and Nat­ur­al Resources (MEPR) in plan­ning, real­is­ing and mon­i­tor­ing the trans­for­ma­tion. To do so, it sup­ports knowl­edge-build­ing and pro­vides instru­ments to align report­ing on the Paris Agree­ment with inter­na­tion­al stan­dards. This includes, for exam­ple, an IT sys­tem based on satel­lite images that is used to mon­i­tor land use and for­est man­age­ment.
