On 11 February, the PAABS project, implemented with the support of GIZ, held a series of high-level meetings focused on advancing Ukraine’s climate policy.
The project team met with Oleksandr Krasnolutskyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine, responsible for climate policy, and also held a separate working meeting with Oleh Bondarenko, Chair of the Verkhovna Rada Committee on Environmental Policy and Nature Management.
During the meetings, key project priorities in climate policy were discussed, including:
— Preparation of the second Biennial Transparency Report (BTR) in line with Ukraine’s international climate commitments
— Support for Ukraine’s participation in international climate negotiations, including assistance to the Ministry in preparing and organizing activities within COP31
— Development of a modern regulatory framework for the implementation of the EU Industrial Emissions Directive (IED)
— Expert support for the reform of the CO₂ emissions tax and the development of economic instruments for decarbonization
In dialogue with the Ministry of Economy, the parties agreed on a shared vision for the next steps in climate policy. In the meeting with Oleh Bondarenko, special attention was given to legislative initiatives necessary for the effective implementation of climate measures.
Amid the war, Ukraine remains committed to advancing its climate agenda. It is important for us not only to support the development of strategies and legislative reforms, but also to strengthen institutional capacity and create conditions for long-term green investments. PAABS continues to work closely with Ukrainian institutions to promote climate resilience and support Ukraine’s integration into European systems, said Daniela Goehler, PAABS Project Director.
