On November 11–14, the second training on greenhouse gas emissions verification according to EU standards took place. This is another important step for Ukraine toward implementing European monitoring, reporting, and verification (MRV) standards for emissions —an essential requirement for a modern climate policy and European market integration.
The training was held at one of the enterprises of Naftogaz of Ukraine and one of Gas TSO of Ukraine, led by German expert Rainer Winter from TÜV NORD CERT GmbH.

Participants included: representatives from seven Ukrainian verification bodies, representative of the National Accreditation Agency of Ukraine (NAAU), representative of the Ministry of Economy, Environment and Agriculture of Ukraine, representative of the BI “NCI,” and project specialists.
Why now?
Starting in 2025, mandatory MRV rules for greenhouse gas emissions have been reinstated in Ukraine in accordance with Law No. 4187-IX. Additionally, from 2026, CBAM, the EU’s Carbon Border Adjustment Mechanism, will come into effect. This means Ukrainian businesses must learn to operate under European rules to maintain market access and avoid unnecessary costs.
Thanks to the training:
— participating companies gained early access to EU verification practices and a unique opportunity to work directly with an international expert.
— Ukrainian verifiers improved their professional skills and benefited from valuable knowledge exchange.
— businesses are now better prepared for developing monitoring plans, submitting mandatory annual reports, and future integration into the European climate policy framework.
This is a significant contribution to implementing the “Ukraine 2025” Report and a practical step toward European integration.
