Ukraine advances EU standard GHG verification with second expert training

On Novem­ber 11–14, the sec­ond train­ing on green­house gas emis­sions ver­i­fi­ca­tion accord­ing to EU stan­dards took place. This is anoth­er impor­tant step for Ukraine toward imple­ment­ing Euro­pean mon­i­tor­ing, report­ing, and ver­i­fi­ca­tion (MRV) stan­dards for emis­sions —an essen­tial require­ment for a mod­ern cli­mate pol­i­cy and Euro­pean mar­ket inte­gra­tion.

The train­ing was held at one of the enter­pris­es of Naftogaz of Ukraine and one of Gas TSO of Ukraine, led by Ger­man expert Rain­er Win­ter from TÜV NORD CERT GmbH.

Par­tic­i­pants includ­ed: rep­re­sen­ta­tives from sev­en Ukrain­ian ver­i­fi­ca­tion bod­ies, rep­re­sen­ta­tive of the Nation­al Accred­i­ta­tion Agency of Ukraine (NAAU), rep­re­sen­ta­tive of the Min­istry of Econ­o­my, Envi­ron­ment and Agri­cul­ture of Ukraine, rep­re­sen­ta­tive of the BI “NCI,” and project spe­cial­ists.

Why now?

Start­ing in 2025, manda­to­ry MRV rules for green­house gas emis­sions have been rein­stat­ed in Ukraine in accor­dance with Law No. 4187-IX. Addi­tion­al­ly, from 2026, CBAM, the EU’s Car­bon Bor­der Adjust­ment Mech­a­nism, will come into effect. This means Ukrain­ian busi­ness­es must learn to oper­ate under Euro­pean rules to main­tain mar­ket access and avoid unnec­es­sary costs.

Thanks to the train­ing:

par­tic­i­pat­ing com­pa­nies gained ear­ly access to EU ver­i­fi­ca­tion prac­tices and a unique oppor­tu­ni­ty to work direct­ly with an inter­na­tion­al expert.

Ukrain­ian ver­i­fiers improved their pro­fes­sion­al skills and ben­e­fit­ed from valu­able knowl­edge exchange.

busi­ness­es are now bet­ter pre­pared for devel­op­ing mon­i­tor­ing plans, sub­mit­ting manda­to­ry annu­al reports, and future inte­gra­tion into the Euro­pean cli­mate pol­i­cy frame­work.

This is a sig­nif­i­cant con­tri­bu­tion to imple­ment­ing the “Ukraine 2025” Report and a prac­ti­cal step toward Euro­pean inte­gra­tion.
Impor­tant: all enter­prise data remains con­fi­den­tial, and the train­ing results are for edu­ca­tion­al pur­pos­es only.

The train­ing is part of the project “Sup­port for the estab­lish­ment of an emis­sions trad­ing scheme (ETS) in Ukraine”, com­mis­sioned by the Ger­man Fed­er­al Min­istry for the Envi­ron­ment, Cli­mate Action, Nature Con­ser­va­tion and Nuclear Safe­ty (BMUKN) and imple­ment­ed by Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH in part­ner­ship with the Min­istry of Econ­o­my, Envi­ron­ment and Agri­cul­ture of Ukraine.
