Kryvyi Rih and GIZ sign MoU to drive energy-efficient housing recovery under FELICITY II

Project News

On 10 July 2025, dur­ing the Ukraine Recov­ery Con­fer­ence in Rome, FELICITY II and the City of Kryvyi Rih signed a Mem­o­ran­dum of Under­stand­ing. 

Through this coop­er­a­tion, FELICITY II will sup­port part­ner cities of Kryvyi Rih and Myko­laiv in the ener­gy-effi­cient recon­struc­tion of mul­ti-apart­ment build­ings dam­aged dur­ing the war. The assis­tance will be focused on devel­op­ing tech­ni­cal design doc­u­men­ta­tion for 10 mul­ti-apart­ment build­ings in each city, estab­lish­ing munic­i­pal imple­men­ta­tion teams, local capac­i­ty build­ing, and engag­ing res­i­dents in deci­sion-mak­ing process­es. The goal is to devel­op low-car­bon invest­ment-ready projects eli­gi­ble for financ­ing by the Euro­pean Invest­ment Bank. 

Our mis­sion is to sup­port com­mu­ni­ties in trans­form­ing the chal­lenges of recov­ery into oppor­tu­ni­ties for sus­tain­able devel­op­ment. We val­ue work­ing with part­ners who share a Euro­pean vision for the future with a focus on ener­gy effi­cien­cy and cli­mate resilience, stat­ed Andre Fabi­an, Head of Pro­gramme of FELICITY II. 

This part­ner­ship strength­ens Ukraine’s cli­mate-respon­sive hous­ing objec­tives while sup­port­ing its EU acces­sion goals. 

FELICITY II is an inter­na­tion­al ini­tia­tive sup­port­ing sus­tain­able urban infra­struc­ture devel­op­ment in East­ern Euro­pean and Cen­tral Asia coun­tries, aim­ing to reduce green­house gas emis­sions. The project pro­vides tech­ni­cal and ana­lyt­i­cal assis­tance to munic­i­pal­i­ties to help them design and imple­ment cli­mate-friend­ly invest­ments in water sup­ply, waste­water man­age­ment, and ener­gy-effi­cient build­ings.  

In Ukraine, FELICITY II is imple­ment­ed by Deutsche Gesellschaft für Inter­na­tionale Zusam­me­nar­beit (GIZ) GmbH in coop­er­a­tion with the Euro­pean Invest­ment Bank and with the sup­port of the Fed­er­al Min­istry for Eco­nom­ic Affairs and Ener­gy (BMWE) of Ger­many, under the frame­work of the Inter­na­tion­al Cli­mate Ini­tia­tive (IKI).
