On 10 July 2025, during the Ukraine Recovery Conference in Rome, FELICITY II and the City of Kryvyi Rih signed a Memorandum of Understanding.
Through this cooperation, FELICITY II will support partner cities of Kryvyi Rih and Mykolaiv in the energy-efficient reconstruction of multi-apartment buildings damaged during the war. The assistance will be focused on developing technical design documentation for 10 multi-apartment buildings in each city, establishing municipal implementation teams, local capacity building, and engaging residents in decision-making processes. The goal is to develop low-carbon investment-ready projects eligible for financing by the European Investment Bank.

This partnership strengthens Ukraine’s climate-responsive housing objectives while supporting its EU accession goals.
FELICITY II is an international initiative supporting sustainable urban infrastructure development in Eastern European and Central Asia countries, aiming to reduce greenhouse gas emissions. The project provides technical and analytical assistance to municipalities to help them design and implement climate-friendly investments in water supply, wastewater management, and energy-efficient buildings.
In Ukraine, FELICITY II is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the European Investment Bank and with the support of the Federal Ministry for Economic Affairs and Energy (BMWE) of Germany, under the framework of the International Climate Initiative (IKI).
